Resolution #1 - Due Process Procedures (Summary)

The Board of Directors has the power to adopt and publish rules and regulations governing the use of the common areas and facilities and the personal conduct of the members and their guests and to establish penalties for the infraction of such rules and regulations.

The Board has the power to suspend voting rights and right to use of the recreational facilities of a member for infraction of published rules and regulations after notice.

Any owner, officer or agent of the Association may request that an owner cease or correct any act or omission which appears to be in violation of  approved rules and regulations.  Such informal requests should be made before the formal process is initiated.

Any owner or resident may initiate the enforcement process by filing a written complaint with GHA Community Management.  Upon receipt and consideration of the complaint, GHA Community Management or a member of the ACC may make a preliminary investigation and respond in writing to the complaining person that the matter has either been resolved or cannot be pursued.  If further action is necessary, GHA Community Management shall notify the alleged offender and state the number of days by which corrective action should begin or be completed in order to preclude remedies and/or charges.  Back to top

Resolution #2 - Procedures Relative to Assessments (Summary)

All monthly installments of the annual assessments shall be due and payable on the first day of the applicable month.  If the payment is not received by GHA Community Management by the tenth day of each month, the account shall be deemed late and a late fee of twenty dollars shall automatically be added to the account balance.  If payment in full of all pending monthly assessments including late charges, is not received by GHA Community Management by the 30th day after the first late date, the account may be referred to Association Legal Counsel and a “Notice of Intent to Accelerate Installments and File a Memorandum of Lien” shall be mailed to the Owner.

Resolution #3 - Underground Utility Line and Maintenance Repair (Summary)

Each owner is responsible for the maintenance and proper operation and repair of the underground utilities, supply and transmission lines and drainage facilities servicing that individuals owner’s lot.  The owner is responsible for all damage to the common area caused by the functioning or malfunctioning utilities.  The owner is responsible for securing repairs relating to all underground utilities.

Resolution #4 - Architectural Review and Control (Summary)

Each lot owner will submit in writing to the Architectural Control Committee (ACC) a proposal for the exterior alteration to the property, using the standard Application Change Request Form.

If the applicant does not receive a written decision within thirty days, the request shall be considered approved.  If the proposal is rejected, the reason or reasons for disapproval shall be incorporated in the written decision.  A proposal rejection appeal is available.

Exterior colors MUST be selected from the ACC approved colors designated for each townhome, unless specifically requested and approved by the Architectural Control Committee.

Under NO circumstances may any other surface other than the original wood siding be replaced or covered by vinyl siding unless specifically requested and approved by the Architectural Control Committee.

Resolution #5 - Solicitation

No Solicitation shall be permitted on the common area within Lakepointe.  Solicitation in violation of this provision shall be considered an illegal trespass.  Owners violating this Resolution may be subject to assessment of charges of up to $50 for a single offense.  Exceptions to the solicitation policy can be approved by the Board of Directors, or for Federal census taking.

Resolution #6 - Parking Policies

Summary

Residents and their guests are entitled to use the parking areas for approved vehicles (passenger vehicles, motorcycles, non-commercial vans or trucks less than 2 ˝ tons).  Vehicles must be parked so as not to obstruct the spaces for other vehicles or sidewalks.

Each unit is assigned one reserved parking space and one unreserved parking space.  The reserved space is identified by the lot number painted on the curb in front of the parking space. The unreserved space shall be available on a first-come, first-serve basis.

There is additional parking available along Lakepointe Drive at the entrance to Lakepointe adjacent to the swimming pool and along those streets that have not been assigned as No Parking Areas.

Parking of boats, trailers, campers, snowmobiles, or other non-personal vehicles should be parked in the parking lot near the pool.  These vehicles must be registered with the Lakepointe property management office, be fully operational, and have valid Virginia registration and tags. If you have a vehicle by the pool that is not registered, please contact our property manager immediately and submit an RV parking application form to avoid towing.

The Board shall make a reasonable attempt to give notice (72 hours) to the owners of offending vehicles.  No notice is required to tow vehicles parked in fire lanes or when parked without authority in a unit owner’s assigned space at the expense and risk of the owner of the offending vehicle.

Swimming Pool Rules (Pool telephone # 703-978-9807)

2011 POOL RULES

The following rules are for the benefit and protection of all residents and their guests to ensure the safe and sanitary operation of the pool facilities.  Your cooperation will afford pleasant relaxation and recreation for everyone concerned.

1. The use of the pool is limited to residents of Lakepointe Townhomes Homeowners Association, the guests of residents and others approved by the Board of Directors.  All individuals wishing to gain entry to the pool must have a valid 2010 Pool Pass.  A resident or member must accompany guests.

2. All persons using the pool do so at their own risk.  The Association assumes no responsibility for any accident or injury in connection with such use or for any loss or damage to personal property.  Residents are responsible for the actions of their children and guests.

3. Each person using the Lakepointe Pool must register with the lifeguards BEFORE entering.  Guests must also register and include the name of the resident who they are with.

4. Persons unable to demonstrate their ability to swim to the lifeguards are not permitted in the deep water.

5. Children eleven (11) years of age and under must be accompanied by a parent or responsible person at least sixteen (16) years of age (if a babysitter) while in the pool enclosure.  Children five (5) years of age and under must not be left unattended at any time within the pool enclosure, including the baby pool, regardless of swimming proficiency.

6. Young children who are wearing diapers are only allowed in the large pool if a swim diaper is used.

7. All persons must take a cleansing shower before entering the pool or after using the toilet.

8. Admission shall be refused to all persons having colds, coughs, inflamed eyes, infections or wearing bandages.

9. Wearing of street shoes on the pool deck is not permitted.

10. Food is permitted in the picnic area of the pool enclosure and must be cleaned up afterwards.

11. Drinking of beverages such as water, soda and lemonade is permitted within the pool enclosure, but not in the pool.  All such beverages must be consumed from non-breakable containers. This includes baby bottles.

12. The drinking of alcoholic beverages is not permitted within the pool enclosure or within the bathhouse.  Intoxicated persons will not be admitted at any time.

13. No smoking in the pool enclosure is permitted, including the bathhouse and the guards’ room.

14. No skateboards or roller bladers are allowed on the pool deck.

15. No pets are permitted in the pool enclosure, including the bathhouse or guards’ room.

16. All refuse must be placed in containers provided for this purpose.  Residents and their guests are urged to assist in keeping the pool area and bathhouse clean.

17. Proper attire (swim suits) must be worn in the pool.  No street clothes or cut-offs are permitted to be worn in the pool.

18. Running, pushing, rough play or profane language will no be permitted in the pool area. Standing or sitting on another person's shoulders is not permitted.  The use of kickboards, tubes, water wings, noodles, balls, etc. will be at the discretion of the lifeguard based on the size and character of the crowd using the pool.

19. Spouting of water and similar unhygienic actions are not permitted in the pool area.

20. Children over the age of six (6) are not allowed in the baby pool.  Parents or a responsible adult must stay with children in the baby pool area.  No guard is on duty in the baby pool enclosure.

21. A Ten-minute rest (except for the first hour of the day) will be taken every hour on the hour for children under the age of eighteen (18) years.

22. Gum chewing is not permitted.

23. Only representatives of the pool management company are allowed in the guard’s room at any time, unless being treated for any injury.

24. Persons who exhibit disregard of these rules will be asked to leave the pool enclosure.

25. Each residence will be issued a pool pass for each resident and two (2) reusable guest passes. The guest passes are to be used only for the season issued.  Upon entry to the pool, the pool member (Lakepointe resident) must accompany the guest.  Each time a resident and guest enter the pool enclosure, they MUST sign in.  The sign in book will be with a lifeguard. EVERYONE MUST SIGN IN!  Additional guest passes are available for $3.00 a day for anyone over the age of one (1) year and must be paid by check payable to “Lakepointe Townhomes HOA.”  No cash will be accepted. Passes may be purchased from the lifeguard.  Each Guest must be accompanied by a Resident of Lakepointe at all times and MUST have a Lakepointe Guest Pass.

26. Pool Parties. All Pool Parties must be registered with the lifeguards and all guests without pool passes must register before the party can begin.  The resident sponsoring the Pool Party MUST be present at all times during the pool party & guests pass fees must be paid at commencement of the Pool Party.

27. Comment and suggestion forms are available from the lifeguard. Complaints concerning the staff, or the operation of the pool should be directed to the Pool Committee Chair, the Management Company or the Board of Directors.

28. The pool will operate on the following schedule for the 2011 season:

May 28 through June 24

Monday thru Thursday Friday  Saturday  Sunday
2-8 pm 2-8 pm 11 am - 8 pm 11 am - 8 pm

June 25 through September 5

Monday thru Thursday Friday thru Sunday Holidays

Pets Fairfax County has both a "leash law" for all pets, as well as a "pooper scooper" law.  Both have a fines attached, when these laws are broken.

Please walk your pets in common areas versus homeowner lawns.  Be sure to bring plastic bags with you to remove your pets' waste promptly.  Please refrain from discarding your pet's waste in common area trash receptacles as they are emptied infrequently. Back to top


Trash - Trash removal pickup days are Tuesday and Friday.  TRASH IS ONLY TO BE PUT OUT AFTER 6 PM THE NIGHT BEFORE TRASH PICKUP DAY.  Presently, this means trash is only allowed to be put out on Monday and Thursday nights after 6:00PM.  Trash must be either placed in a closed container or plastic trash bag which has been properly closed.   For disposal of large (bulk) items (such as mattresses), please call Con-Serv Industries (CSI), Inc in advance at 703-444-3181 before putting out the item. Recycling - CSI picks up recyclable goods every Tuesday. You may place the following items out for recycling:

  • Paper: newspaper, magazines, phone books
  • Cans: aluminum and bi-metal
  • Bottles: clear, brown, and green food and beverage containers
  • Plastics: resin with recycling codes 1, 2, 3, 4, 5, 6, or 7, usually found on the bottom
Other materials, such as batteries, may be taken to the Recycling Center at Wakefield Recreation Center or the Fairfax County Landfill on West Ox Road near Fair Lakes.  Click here for more information on what materials are recyclable.  Back to top


Tennis Courts, Basketball Courts, & Playgrounds - One tennis court and one basketball court are available for use by residents and guests on a first come, first serve basis.  Courts and playgrounds are for use by residents and guests only - - the resident must be present at all times.  Please remove all trash, empty drink containers, and any personal items when exiting courts.  COURTS AND PLAYGROUNDS CLOSE AT DUSK EVERY DAYBack to top
